Legislative session starts, 7 bills tabled

Deployment of more forces along the border to check insurgents: Governor Singh

ITANAGAR, Mar 22: The Eight Session of the Fifth Legislative Assembly begun on Thursday with the customary address of the Governor of Arunachal Pradesh Gen (Retd) J J Singh.

The governor in his address to the house informed that additional deployment of border guarding forces along the International Border to check cross-border movement of insurgents is likely. The Governor further said that the Army has plans for considerable added deployment in the State, and setting up of headquarters of new formations and units has already been initiated at several locations.

The State Cabinet has recently approved setting up of the Forest Protection Force which will mainly be deployed along the Assam border and will help strengthen and guard the sensitive border.

In his 40 minutes speech, the Governor said that while the physical infrastructure development projects in the state are more or less on track, there is a significant gap in the possible and present levels of socio-economic infrastructure. To address this gap, Govt. would lay focused attention on capacity building and employment generation amongst youth, the Governor said. He further informed that high priority would be given to Sports, Tourism, Rural Development and Education and Health sectors by the state Govt.

He further expressed resentment at the slow progress of works in the Dibang Multi-purpose project and the Itanagar Greenfield airport and the delay in forest clearance of several flagship projects. He said the state Government will address these issues on priority.

The governor took note of the increase in the number of bandh calls given by various organizations in the Capital Complex region. While condemning the bandhs in the strongest of terms, he said that such activities shall be dealt with an iron hand.

 The discussion on the Governor’s speech is likely to be taken up by the assembly on Friday.

PRIVATE MEMBER’S RESOLUTION: The state Assembly witnessed a very rare heated discussion today after BJP MLA Tamiyo Taga moved a private members resolution seeking Govt action to take steps to adopt modality to provide contract works upto Rs 90 Lacs to local people of the concerned areas by observing all codal formalities, as directed by the Planning Commission. Cutting across party lines, most MLAs were in support of the resolution which forced the state govt to set up a House Committee who would submit the recommendations in a month’s time.

The resentment of the members were that few selected contractors were all lapping up projects in the state depriving the majority youths because of tendering process in most schemes as directed by the Planning Commission of India.

The Chief Minister Nabam Tuki assured to take up the matter with the centre. He further said that the government would initiate process to register various levels of contractors to ensure mass participation in execution of developmental works.

Tamiyo Taga  termed the Planning commission directives as interference in the affairs of the state government and encouraging only a handful of contractors based in Itanagar and Delhi to become millionaires.

Takar Marde while supporting the resolution said that opportunity was provided to few contractors. He further recounted an incident where the Chief Engineer of the Hydro power department and his wife was allegedly assaulted and their house ransacked recently because of a tender process. He sought the intervention of Chief Minister in the matter.

Tapen Siga while questioning the quality of work executed by the contractors called on the government to categorise the contractors so that all are given equal opportunity.

Kalikho Pul while taking part in the deliberations called for a sensitive approach by the Centre towards the state. He said that Centre needs to realise the peculiar needs of the state.

Thangham Wangham while supporting the tendering process however said that some portions of the works should be kept with the department. He suggested the formation of a house committee to study the case.

Nabam Rebia said that Planning Commission should accord special category state to Arunachal Pradesh and suggested that state government write to Centre for relaxation in tendering process.

Honchun Ngandam took exception to the lack of quality in work executed under the Prime Minister’s Grameen Sadak Yojna.

Responding to the members, Minister Planning and Finance Chowna Mein said that govt will issue a directive to ensure participation of local people in the developmental schemes. He further assured the members that the govt will take up the matter with the Planning Commission of India.

BILLS: On the first day  of the five day budget session, seven bills were introduced.

Chief Minister Nabam Tuki introduced the Arunachal Pradesh Fire Service Force (Amendment) Bill 2012 and the Arunachal Pradesh Gambling (Prohibition) Bill 2012 while the Finance Minister Chowna Mein laid the Arunachal Pradesh Fiscal Responsibility and Budget Management (Amendment) Bill 2012 in the floor of the house.

Education Minister Bosiram Siram introduced the Indira Gandhi Technological and Medical Sciences University Bill 2012, Arunachal Pradesh University Bill, 2012, the Venkateshwara Open University Bill, 2012 and the Arunachal University of Studies Bill, 2012.

Rich tribute to Kabang Borang, Govt declares state mourning

ITANAGAR, Mar 22: The mortal remains of the Late Kabang Borang, who died yesterday afternoon after a prolonged illness was brought to Naharlagun heliport this morning from Chennai to enable people to pay their last homage.

Among hundreds of mourners, the Chief Minister Nabam Tuki, his council of ministers, Legislative Assembly Speaker Wanglin Lowangdong received the body at the heliport and paid floral tributes.

The Chief Minister comforted grieving Mamang Borang, the wife of Late Borang and other family members who accompanied the body. Later, the body was taken to Pasighat in an ambulance where he would be laid to rest.

Earlier, Speaker Lowangdong led the Members of Arunachal Pradesh Legislative Assembly in paying homage to Kabang Borang.

Speaker Lowangdong recalled Borang’s contributions and termed his death as an irreparable loss to the state while adding that his contribution in socio-economic development was commendable.

Chief Minister Nabam Tuki termed Borang’s death as a personal loss. He was an exceptional human being, a seasoned politician and a great statesman and he will be always missed by all.

Education Minister Bosiram Siram termed the late leader as one of the tallest figures in the state politics. Payi Kabang was a very polite, popular and hardworking politician and he respected the values and importance of democracy, Siram said. J K Panggeng, who was a political opponent, recalled the services of Late Borang. He said that late leader was a large hearted person who was never vindictive.  

As a mark of respect, the House observed two minutes silence.

The state govt has announced state mourning on Friday as a mark of respect to the late Borang.

All offices, educational institutions and undertakings will remain closed and the national flag will be flown half-mast throughout the state and there will be no official entertainment.

Condolences messages continue to pour mourning the death of Borang. The  Arunachal Pradesh Congress Committee, state Bharatiya Janata Party, People's Party of Arunachal, state unit of Nationalist Congress Party, All Arunachal Pradesh Students’ Union, the Lower Dibang Valley ABK, Centre for Cultural Research and Documentation, Sammanoy Gut Cooperative Society Ltd., Govt officers and officials of Pasighat, Lok Sabha for Eastern Parliament,   the Geru Hills Welfare Society and Yao Clan, All East Siang District Students’ Union, Adi Students’ Union Itanagar also mourned the demise of Borang.

Meanwhile, the business community under the banner of Naharlagun Bazaar Welfare Committee downed their shutter for two hours today as a mark of respect to former minister Late Kabang Borang. All India Rajeev Gandhi Vichar Manch International Arunachal Pradesh also condoled the death of Kabang Borang.

 

 

AAPSU demands for resolution on NPF

ITANAGAR, Mar 22: The All Arunachal Pradesh Students’ Union (AAPSU) called upon elected representatives of the state to make their stand clear on the launching of Naga Peoples Front (NPF) - a Nagaland based party in the state which has clearly spelt out their main agenda for Greater Nagalim in their party constitution.

“The elected representative of the state brushing aside petty differences, should show courage and give a befitting reply to the nefarious design of the NPF by passing a resolution in the on-going Assembly session,” AAPSU said in a press release.

The union, in the meantime, welcomed the state cabinet decision for enhancing the student stipend and other major decision, more particularly in the education sector like establishment of Arunachal University at Pasighat, which has been some of the long pending demands of the apex students’ body of the state.

The union, however, called upon the state government to be sincere in their approach in implementing their decision rather than just passing it for the sake of doing it.

It is unfortunate to remind that during the time of Late Dorjee Khandu and present Education Minister Bosiram Siram the same matters of student stipend, infrastructure development in the education sector etc were brought up in the public domain by passing the historic “Education Bill”. But it almost fizzled out before achieving much in many front, AAPSU said.

AAPSU cautioned that repetition in approach on the same subject by the state government will not be tolerated. The union will be compelled to take to the street which it has suspended after having a sitting with the Bosiram Siram and Political secretary to Bamang Tago last month, the release added.

 

 

Arunachal among Nirmal Gram Puraskar award winners

New Delhi, Mar 22: President Pratibha Devisingh Patil felicitated 2800 Nirmal Gram Puraskar (NGP) awardees from different states in recognition of having attained the status of being free from open defecation at a function in Vigyan Bhawan, New Delhi today. A host of dignitaries, awardees and invitees attended the award ceremony organized by Department of Water Supply and Sanitation under the ministry of Rural Development, Govt. of India.

The state of Arunachal Pradesh for the first time has won 14 of Nirmal Gram Puraskar award for the year 2011 which is a record breaking achievement for the state. New Nirmal Gram Puraskar accounts have been opened with 2 from Upper Subansiri, namely, Topo Hechi-III and Lable-IV and 1 from Lower Dibang Valley district, namely, Bango. Lohit district has bagged the maximum award of 11 this year, namely, Chongkham-II, Kathalguri, Deobeel-I, Deobeel-II, Solungtoo, Nampong, Nongtaw-Shyam, New Danglat, Khowji, Manpailiang and Mawai. The overall tally so far has been 31 in which Lohit alone has bagged 18.

It is worth mentioning here that one Tire Tulang from New Danglat, Nang Urmila Mancheykhun from Deobeel-II and Rajen Tungkhang from Namgtaw Shyam all Lohit district, Tapak Dagm from Lable-IV Upper Subansiri, M. Riba from Lower Dibang Valley represented the state in the National Award function in New Delhi.      

New Danglat is the first Mishimi Gram Panchayat to receive the award, Lable-IV among the first Tagin Gram Panchayat and Bango among the first Gram Panchayat of Lower Dibang to receive the award on attainment of full sanitation coverage in Household, School and Anganwadi for outstanding contribution in promotion of Rural sanitation under Total Sanitation Campaign being implemented in Arunachal Pradesh.

In the National Award function, eight member team was led by Er. Tayum Tok as State coordinator and Er. Subat Pertin, Lower Dibang Valley District, Er. Nypong Konia, Upper Subansiri District respectively as District coordinators. The state level Nirmal Gram Puraskar function will also be held very soon in the State capital in which all Nirmal Gram Panchayats will be conferred with Nirmal Gram Puraskar alongwith citation and cash award.

 

 

National symposium on fish helminthes

ITANAGAR, Mar 22: A two days national symposium on Fish Parasites (NSFP) covering subject the area ‘Fish Helminthes: From Biodiversity to Biotechnology’ was organized by the Department of Zoology, Rajiv Gandhi University (RGU), Rono hills.

Altogether 65 scientists and research scholars from different parts of the country participated in the programme and exchanged their ideas, achievements.

They also highlighted the future research strategies on major themes under the subject area. The Symposium was sponsored by the Department Fisheries, Govt of Arunachal Pradesh and Department of Biotechnology, Govt of India.

Earlier, the inaugural function on March 19 was chaired by Prof. T. Mibang, Vice Chancellor in-charge, RGU.

Earlier, Dr. Amit Tripathi, Zoology Assistant Professor and the convener of the symposium briefed the objectives.

Prof. KC Pandey, former President of Indian Science Congress, Prof. Nirupama Agarwal, President of Helminthological Society of India, Prof. Veena Tandon, Parasitologists, Department of Zoology, NEHU and  J.Taba, Director of Fisheries, Govt of Arunachal Pradesh attended the symposium.

Agrawal presented the society’s four annual awards to the outstanding Helminthologists of the country, including  Dr.Amit Tripathi of RGU for their achievements. Prof V.Tandon, in her key note address, narrated the presence of diversified parasitic helminthes in various groups of fishes and highlighted their diversity and distribution, extents of research achievements in fields till date.

The chairman in his address, acknowledged deep gratitude to the scientific gathering for taking fish disease as priority like other animal diseases and wished a great success for symposium.

The technical sessions yesterday comprised of oral presentation and poster presentation.

Cash awards and citations were also presented for oral & presentation to the young scientists.

Interactions were held on various dimensions of fish health, diversity of fish helminthes, pathogenicity, management of health and diseases etc.

Reputed Zoologists like Prof. R.N.Chatterjee, University of Calcutta, Dr.K.Ghosh, University of Burdwan, Prof.R.Madhbi ,Andhra University, were the distinguished speaker in the NSFP.

 

 

HC orders for scientific verification of records

ITANAGAR, Mar 22: The Gauhati High Court, Itanagar permanent bench has delivered a judgment on March 19 for scientific examination of Form 17 (A) (register of voters) against 8 polling stations under Tali Assembly constituency in Kurung Kumey district.

While disposing of the Miscellaneous Case (EP) 06 (AP) 2010 in election petition No 01 (AP) 2009, filed by appellant Takam Sorang against respondent Markio Tado,  the HC in its judgment considered it expedient to send the register of voters’ (Form 17A) to the Director of  Regional Science Laboratory, Police Training Centre, Banderdewa to conduct scientific examination and verification of signature/finger prints appearing in Form 17A and to ascertain whether the thumb impressions and signatures  were put single-handedly and fraudulently by few persons. The HC also ordered for submission of the verification report within May 3. In another judgment the HC fixed April 18 to 21 as the dates of examination of witnesses of Markio Tado.

It may mentioned here that Sorang had filed an election petition in 2009 against Tado alleging booth capturing at eight polling stations under Taliha assembly.

 

 

APPDSU takes up school land encroachment issue with admin

ITANAGAR, Mar 22: The All Papum Pare District Students Union (APPDSU) urged the Papum Pare deputy commissioner and deputy director of school education to pay attention towards the innumerable cases of illegal encroachment of school land teachers quarters and their occupation in the Papum Pare district.

“The schools lands are gradually reducing from its original sizes and teacher’s quarter are becoming invisible in the district,” APPDSU said in a release and demanded the education department and local administration to initiate immediate drastic steps against the encroachers.

In many cases the school authority and School Management Committees (SMC) become helpless due to lack of cooperation from the district administration and higher authority concerned besides pressures from various ‘external forces’, it said.

“Students are being deprived from various central govt sponsored welfare schemes and aids meant for them through various forms of corruption tactics,” the district students union alleged. It claimed that 90% of the school infrastructures in the district are in deplorable condition.

APPDSU also stressed on the need to make people aware of the importance of protecting the school land for the future infrastructural development as well as healthy growth of the education sector in the district and state as a whole.

The students union urged the district administration and DDSE to act before the union takes its own course of action in coming days. It also appealed to those people who have illegally encroached school land and teachers quarter to surrender before the authority concerned.

 

 

AMSU demands action against Chakma ‘extortionists’

ITANAGAR, Mar 22: The members of All Mishmi Students Union (AMSU) yesterday met Chief Minister Nabam Tuki at his office and apprised him about various problems affecting the Mishmi inhabited areas.

AMSU submitted three-point memorandum to chief minister and sought his attention in this regard.

The memorandum demanded immediate arrest of Chakma refugee, who recently carried out extortion activities at Kathan village under Wakro circle of Lohit district.

“Chakma refugee has encroached the land of Mishmi across Kathan area. The crime graph continued to be in upwards trend in the last 10 years in the area due to criminal activities by Chakma refugee, the memorandum said. Further, the population of Kathan village is hardly 80 to 100, whereas the population of neighbouring Chakma refugees are more than 20,000 as a result of which the Mishmis are easily dominated by them, it said and appealed to the CM to arrange mechanism to prevent such extortion and anti-social activities in the area.

The union also demanded establishment of IRBN headquarters at Kathan village under Wakro Circle of Lohit district instead of Haju and issuance of arm licence to local villagers of Kathan, Tumba, Tillai and Manthi villages under Wakro circle of Lohit district  under special case.

Meanwhile, Tuki assured to look into issues raised by the union, AMSU informed.

26th NE Games

Arunachal bag 14 medals on day 3

ITANAGAR, Mar 22: Boxer and Teakwondo players added three more gold to take Arunachal’s total medal tally to 44 --7 gold, 8 Silver and 29 Bronze on day three of the NE Games at Aizawl. Mizoram today.

While boxer Lakiya Soibam won gold in 60 kg girls category M Kalyani Devi and Tarak Lucky had to content with the silver.

However, the Taekwondo players did not disappoint as six medals, including two gold, two silver and as many bronze medals came from the event.

Wrestlers and Judokas bagged 9 medals, including 2 Silver and 7 Bronze. While Wrestler Kh. Santosh Kumar and Kh. Thongamuba won a silver medal apiece in 77 and 94 kg weight category respectively T Bela Devi bagged a Bronze in 63 kg girls category. Madin Hina and Anjali Sagro won a Bronze medal each.

In Judo, Rahul Mipi (55 kg), Ha Rupa (57 kg), Yari Maying (U-57 kg) won a Bronze medal each. Taking part in Judo, Anjali Sagro, who is basically a wrestler, won a Bronze in 48 kg Girls category.

The pair of Dilip Gurung and Akshay Aito had to content with Bronze medal in Men’s Open Doubles Badminton event.

 

ATM at Bordumsa

BORDUMSA Mar 22: Automated Teller Machine, popularly known as ATM service owned by SBI Bordumsa was made active here today. It was formally dedicated to the people of Bordumsa Sub-Division under Changlang district by ADC, Kento Riba in presence of SBI Branch Manager, AC Deori, and EAC Hengo Basar besides host of officials and officers and its valued customers.

Speaking on the occasion, Riba disclosed that a long felt demand of the local people has been fulfilled with the operationlization of SBI ATM services in the area, which would be catering the needs of people and adjoining villages of Assam.

“It will not only reduce the time and cost of undertaking journey to Tinsukia, Dibrugarh and other parts of Assam for availing the services,” he opined while adding that it has brought great relief to the people of this remote rural areas for making their daily money transaction more easier and convenient.

Established in 1990, Bordumsa SBI Branch was functioning without its own ATM services which caused great inconveniences to its customer during peak hours of transaction.

While informing this, ADC appreciated the efforts put in by Aboni Saharia, Assistant General Manager, Regional Business office based at Dibrugarh, (Assam) for his untiring efforts and persuasion made for materializing the installation of ATM service in this pocket of the tribal state. ADC, Kento Riba has made first official transaction on ATM after having being dedicated its services to the people.

 

Mopin sports competitions begin

ITANAGAR, Mar 22: The games and sports competition organized as part of Mopin celebration here from April 5 began at Mopin Solung ground here today, according to a Mopin Festival Celebration Committee, Itanagar.

The opening match of the volleyball competition was played between Agam Neli Popir Party and Donyi Sago Popir Party  in which the latter defeated the former. In the second match Liji Lipin Popir Party defeated Neli Nengo Popir party.

Besides, games & sports competition, cultural programme, popir competition, Gomke Agom competition are being organized.

Earlier, Karbom Riram, president-cum-Pingi Neri, MFCCI’ 2012  inaugurated the sports competition.

 

EDP on MSME

ROING, Mar 22: A day-long Entrepreneurship Development Programmes (EDP) on Micro, Small and Medium Enterprises (MSME) was organized by the District Industrial Centre, Roing at its Conference Hall yesterday.

Attending the programme, SDO W Tikhak encouraged the participants for attending such beneficial programmes for  improvement their entrepreneurship skill.

P Arangham, DDI Roing systematically explained the state industrial policy and central industrial policy for promotion of MSME units in the North Eastern States and remedial measures to strengthened the weak SSI units.

A. Pertin, ADTH Roing and P Das, Deputy Manager (Industry) HDFC Bank also spoke on the occasion.

Business register and local bodies account training

SEPPA, Mar  22: The district level meeting cum training workshop under TFC grant on creation of Business cum Local Bodies Account was conducted at DC’s office here yesterday.

A.K. Bezbaruah, consultant North Eastern Development & Finance Cooperation Ltd. (NEDFi) through Power Point Presentation explained about the concept of Business Register and Local Bodies Accounts. He informed that the Central Govt. has earmarked fund for the purpose for which subsequent installments will be released on achievement of the milestones for the said activities and proper expenditure of the received amounts.

D.R. Wange, DSO (Stat.) informed that the state government has decided to prepare and maintain Business Register in each district for which he appealed all the head of departments to co-operate with the nodal deptt. It will help the planners, scholars and researchers, tourists etc to get ready-made informations at a time from the statistical department, he added.

SBI branch signs MoU with SFF

AALO, Mar 22:  The State Bank of India, Aalo branch has agreed to grant Rs 75 lakh for selected group of progressive farmers for cultivation of Ginger, Turmeric, Large Cardamom and Broom etc for the year 2012-13.

A memorandum of understanding (MoU) was inked in this regard between SBI Aalo branch and Siang Farmer Federation in presence of West Siang deputy commissioner at his conference hall yesterday.  Chief Branch Manager of State Bank of India, Aalo and Doi Ado, Chairman Siang Farmer Federation (SFF) and Tareng Taga, Secretary on behalf of Farmers of West Siang District signed the memorandum.

Initially the bank will grant Rs 50,000 each to 150 families.

While appreciating the gesture of State Bank of India and Siang Farmer Federation A.Tak, appealed to all the participating farmers to utilize the loan amount judiciously and assured to find out a suitable area for marketing of this product in near future.

Institute of Hotel Management

ITANAGAR, Mar 22: Construction work for the State Institute of Hotel Management, Catering Technology and Applied Nutrition is going-on in full swing at Banderdewa.

Meanwhile, mentor of the institute Ranjit Chaudhary during his three days visit to Itanagar from March 19 to 21 held a meeting with Sonam Chombay, Secretary Tourism and AK Singh, Director, Tourism to discuss about management of the institute. Tourism department assured all possible help for timely and smooth commissioning of the institute.  Chaudhary also inspected the construction of building for the institute recently.

 

Workshop on soft skills

TEZU, Ma 22: A one day workshop  for 75 students  on  ‘Soft Skills’ was  organized   by the Entrepreneurship Development Cell (EDC) at  Indira Gandhi Government College Tezu today.

On the occassion College Principal Dr B K. Nath and resource persons gave lectures on the concept of Soft Skills and stressed upon its importance.

The resource persons dwelt at length on time management and how to face interview and develop writing skill and live a stress-free life. Maintaining a balance between spiritualism and materialism was the only way to  enjoy  stress-free life, they opined.

 

Subject teachers sought

ITANAGAR, Mar 22:  The management core committee (MCC) of the Muri-Mugli  Govt Higher Secondary school has appealed  the state Govt to post a principal  and senior teachers   before the beginning of new academic session.

Though the school was upgraded to higher secondary level in 2010,   higher classes are yet to start due non-availability of senior teachers, the MCC said in a release.  However, the MCC decided to start admission for XI and XII standard from this academic session and appealed the authorities for posting of  senior teachers including a principal at the earliest.

 

AEKSU’s memo to DC

ITANAGAR, Mar 22:   All East Kameng Students’ Union (AEKSU) has demanded night police patrolling in the Seppa township  to check and prevent unlawful activities.

In a memorandum to the East Kameng deputy commissioner the union further demanded proper parking place for commercial vehicles at Seppa town.

Citing the pathetic condition of the district hospital, it further urged the district administration for immediate posting of child specialist and gynecologist to the hospital. Other demands of the union included, allotment of  suitable place for meat and vegetable vendors and renovation of BSNL tower installed at new DC bungalow.

ITANAGAR, Mar 22: Nature Care and Disaster Management Society (NCADMS) of Ziro provided basic relief materials such as bucket, mug, etc. to 10 households of Hija village, whose houses were either gutted down or destroyed in a devastating accident on March 17.

The relief materials were handed over to the victims by Nima Drema, District Relief and Rehabilitation Officer, Lower Subansiri district in presence of Nada Dumi, ZPM, Hija village, Taru Tallo, Secretary, Village Disaster Management Committee, Hija and also by the officers and general public of Hija village.

 

LRP baton reaches Koloriang

Koloriang, Mar 22:  The Relay Long Range Patrol (LRP) baton of ITBP reached Koloriang from Ziro today.

As part of its golden jubilee celebration, the Indo-Tibetan Border Police (ITBP) is conducting a Relay Long Range Patrol (LRP) across the nation.

On the occasion, the ITBP Band enthralled the public with their melodious tune.

Kurung Kumey deputy commissioner Rajeev Takuk appreciated the hard work of the jawans of ITBP in safeguarding the border and for their yeoman service to the nation.

The 33rd Bn of ITBP  held free medical camp and also distributed free medicine, solar lantern and DTH to the families below poverty line.

The Second-in-command of 33rd Bn ITBP thanked the District Administration for their help and also the people of Koloriang for their help in making the event a success. DIPRO

 

AMBASU backs USGSU’s demand

ITANAGAR, Mar 22:   While supporting the demand of the  Upper Subansiri Galo Students Union, All Maro Baririjo Area  Students Union (AMBASU) today urged the authorities for the strict implementation of the Rajiv Gandhi Gramin Vidyutikaran Yojana at various places under Maro and Baririjo circle as per the guidelines.

I extend my heartfelt thanks to Arunachal Times, Dohu Tale family, Arunachal Registered Pharmacists Association president Tao Vijay and general secretary Minyo Blange, the believers of Town Baptist Church and well-wishers for their genuine help in finding out a class VI student Abeni Mozhuie, who went missing while returning back from school on March 16. Even we had to file a missing report at police station and take the help of a local daily. Lastly,  the members of kind-hearted family traced her out and handed her to Itanagar police on March 21. Pay our salary and arrear

Dear Editor,

We would like to draw the attention of the Education Minister, who assured a joint delegation of ATA and AASSATA on January 30 for early release of four months’ salaries along with six months’ arrear for the SSA teachers, towards the grievances of the SSA teachers.

Appreciating the assurance of the minister, we waited for release of our dues for many days with patience but the assurance has not been converted into action till date. As a result the teachers are facing numerous problems despite performing their duty with sincerity and devotion.  When the assurance remains to be fulfilled and grievances are unheard,  it extremely demoralizes the teachers.We came to know that the secretary and additional secretary (education) of the Union human resource development ministry assured to release central matching share of SSA fund during their recent visit to the state. Would the minister like to inform us  whether the fund has been released or not. If it is released why we are deprived of our dues ?

Quality education and proper education policy are always the subjects of discussion in public forum and Govt agencies, but such policies and plan can be materialized successfully only with encouragement to the teachers by recognizing their contribution and hard works.

Therefore, I, on behalf of the AASSATA, appeal to the  Education Minister to take necessary steps for early release of four months salaries along with six months arrear within this month so that the teachers are not compelled to go ahead with agitation in favour of  their legitimate demands.

Pls change the interview dates

Dear Editor,

The dates and month fixed for the interview for clerical jobs in education department, West Siang coincides with annual examination of secondary sachool students. Most of the students who are the candidates for the said post will unable to appear in the interview if the department concerned can not change the interview schedule. Therefore, I request the higher authority to look into the matter seriously so that all aspiring candidates take the chance and face the interview.

Wise decision

Dear Editor,

I am very much pleased with the recent cabinet decision, particularly in education sector. Time and again Arunachal students who are pursuing high and technical education outside the state are being harassed as if they are receiving education free of cost.

Education, received by Arunachalee students in other states is actually being purchased by the sweat and blood of their parents and relatives. This is because of lack of higher and technical educational institutions in our state.

Lakhs of rupees being spent by the Arunachalee students outside the state could have been saved and utilized for welfare of the state, if such important  decision was taken much earlier by the state cabinet. Our children could have been trained within the state with 50 less amount they are paying in other states.

Wealthy and wise people of the state must take part in this project of the state Govt. Instead of let their money be invested in other states of the country, they can circulate their money within the state for development purpose, particularly in higher education sector.

All the people of the state, particularly youth should appreciate the better decision of the state Govt and join the plan and let it done successfully.

It’s really laudable

Dear Editor,

The recent cabinet decision for upgradation of some administrative blocks in Arunachal Pradesh is truly praiseworthy. I’m happy to know that it was decided to upgrade Dumporijo EAC to ADC headquarters. The credit goes to Takar Marde who made great efforts to fulfill long-pending demand of the local people. Such decision will not only benefit the people of the that area but also the state as a whole. This has really brought a smile on every face of the people.

Toxins in food chain

The river Yamuna, the lifeline of Delhi, is gradually dying. Rampant industrial pollution and untreated sewage is choking the river. Despite government norms, the sewage treatment plants continue to be under utilized. The city generates 650 million gallons of sewage per day against an installed capacity of 512 million gallons. But only 350 million gallons of sewage reaches the treatment plants. A deadline of 2012 has been set to ensure no untreated sewage goes into the river. Efforts are also on to check the pollution levels from the neighbouring state of Haryana.

The seriousness of the contamination was highlighted in a study undertaken by The Energy Resource Institute. It showed how despite government efforts industrial effluents and untreated sewage continue to choke the river. In fact, the toxins have polluted the ground water and soil. It has entered our food chain through the vegetables grown on the banks and continues to affect the people living on the banks.

Moderate levels of toxic metals (nickel, lead, manganese, chromium, mercury, zinc) were evident in the water at several locations. At one particular location, lead levels were found to be 10 times more than elsewhere in the river.

The study recommended regular bio-monitoring of different environmental compartments and of the population living in areas threatened by contaminants. The pollutants must be treated at various sources -- both industrial and domestic waste water. Safer technologies are needed to reduce release of heavy metals in air and waste water. Pollution control and waste management agencies need to adopt a strong role in controlling environmental exposure.
