PRIVATE MEMBER’S RESOLUTION: The state Assembly witnessed a very rare heated discussion today after BJP MLA Tamiyo Taga moved a private members resolution seeking Govt action to take steps to adopt modality to provide contract works upto Rs 90 Lacs to local people of the concerned areas by observing all codal formalities, as directed by the Planning Commission. Cutting across party lines, most MLAs were in support of the resolution which forced the state govt to set up a House Committee who would submit the recommendations in a month’s time.
The resentment of the members were that few selected contractors were all lapping up projects in the state depriving the majority youths because of tendering process in most schemes as directed by the Planning Commission of India.
The Chief Minister Nabam Tuki assured to take up the matter with the centre. He further said that the government would initiate process to register various levels of contractors to ensure mass participation in execution of developmental works.
Tamiyo Taga termed the Planning commission directives as interference in the affairs of the state government and encouraging only a handful of contractors based in Itanagar and Delhi to become millionaires.
Takar Marde while supporting the resolution said that opportunity was provided to few contractors. He further recounted an incident where the Chief Engineer of the Hydro power department and his wife was allegedly assaulted and their house ransacked recently because of a tender process. He sought the intervention of Chief Minister in the matter.
Tapen Siga while questioning the quality of work executed by the contractors called on the government to categorise the contractors so that all are given equal opportunity.
Kalikho Pul while taking part in the deliberations called for a sensitive approach by the Centre towards the state. He said that Centre needs to realise the peculiar needs of the state.
Thangham Wangham while supporting the tendering process however said that some portions of the works should be kept with the department. He suggested the formation of a house committee to study the case.
Nabam Rebia said that Planning Commission should accord special category state to Arunachal Pradesh and suggested that state government write to Centre for relaxation in tendering process.
Honchun Ngandam took exception to the lack of quality in work executed under the Prime Minister’s Grameen Sadak Yojna.
Responding to the members, Minister Planning and Finance Chowna Mein said that govt will issue a directive to ensure participation of local people in the developmental schemes. He further assured the members that the govt will take up the matter with the Planning Commission of India.

Education Minister Bosiram Siram introduced the Indira Gandhi Technological and Medical Sciences University Bill 2012, Arunachal Pradesh University Bill, 2012, the Venkateshwara Open University Bill, 2012 and the Arunachal University of Studies Bill, 2012.

Rich tribute to Kabang Borang, Govt declares state mourning
ITANAGAR, Mar 22: The mortal remains of the Late Kabang Borang, who died yesterday afternoon after a prolonged illness was brought to Naharlagun heliport this morning from Chennai to enable people to pay their last homage.
Among hundreds of mourners, the Chief Minister Nabam Tuki, his council of ministers, Legislative Assembly Speaker Wanglin Lowangdong received the body at the heliport and paid floral tributes.
The Chief Minister comforted grieving Mamang Borang, the wife of Late Borang and other family members who accompanied the body. Later, the body was taken to Pasighat in an ambulance where he would be laid to rest.
Earlier, Speaker Lowangdong led the Members of Arunachal Pradesh Legislative Assembly in paying homage to Kabang Borang.

J K Panggeng, who was a political opponent, recalled the services of Late Borang. He said that late leader was a large hearted person who was never vindictive.

The union, in the meantime, welcomed the state cabinet decision for enhancing the student stipend and other major decision, more particularly in the education sector like establishment of Arunachal University at Pasighat, which has been some of the long pending demands of the apex students’ body of the state.
The union, however, called upon the state government to be sincere in their approach in implementing their decision rather than just passing it for the sake of doing it.
It is unfortunate to remind that during the time of Late Dorjee Khandu and present Education Minister Bosiram Siram the same matters of student stipend, infrastructure development in the education sector etc were brought up in the public domain by passing the historic “Education Bill”. But it almost fizzled out before achieving much in many front, AAPSU said.
AAPSU cautioned that repetition in approach on the same subject by the state government will not be tolerated. The union will be compelled to take to the street which it has suspended after having a sitting with the Bosiram Siram and Political secretary to Bamang Tago last month, the release added.

National symposium on fish helminthes
ITANAGAR, Mar 22: A two days national symposium on Fish Parasites (NSFP) covering subject the area ‘Fish Helminthes: From Biodiversity to Biotechnology’ was organized by the Department of Zoology, Rajiv Gandhi University (RGU), Rono hills.
Altogether 65 scientists and research scholars from different parts of the country participated in the programme and exchanged their ideas, achievements.
They also highlighted the future research strategies on major themes under the subject area. The Symposium was sponsored by the Department Fisheries, Govt of Arunachal Pradesh and Department of Biotechnology, Govt of India.

Agrawal presented the society’s four annual awards to the outstanding Helminthologists of the country, including Dr.Amit Tripathi of RGU for their achievements. Prof V.Tandon, in her key note address, narrated the presence of diversified parasitic helminthes in various groups of fishes and highlighted their diversity and distribution, extents of research achievements in fields till date.
The chairman in his address, acknowledged deep gratitude to the scientific gathering for taking fish disease as priority like other animal diseases and wished a great success for symposium.

APPDSU takes up school land encroachment issue with admin
ITANAGAR, Mar 22: The All Papum Pare District Students Union (APPDSU) urged the Papum Pare deputy commissioner and deputy director of school education to pay attention towards the innumerable cases of illegal encroachment of school land teachers quarters and their occupation in the Papum Pare district.
“The schools lands are gradually reducing from its original sizes and teacher’s quarter are becoming invisible in the district,” APPDSU said in a release and demanded the education department and local administration to initiate immediate drastic steps against the encroachers.
In many cases the school authority and School Management Committees (SMC) become helpless due to lack of cooperation from the district administration and higher authority concerned besides pressures from various ‘external forces’, it said.
“Students are being deprived from various central govt sponsored welfare schemes and aids meant for them through various forms of corruption tactics,” the district students union alleged. It claimed that 90% of the school infrastructures in the district are in deplorable condition.
APPDSU also stressed on the need to make people aware of the importance of protecting the school land for the future infrastructural development as well as healthy growth of the education sector in the district and state as a whole.
The students union urged the district administration and DDSE to act before the union takes its own course of action in coming days. It also appealed to those people who have illegally encroached school land and teachers quarter to surrender before the authority concerned.
AMSU demands action against Chakma ‘extortionists’

ITANAGAR, Mar 22: All East Kameng Students’ Union (AEKSU) has demanded night police patrolling in the Seppa township to check and prevent unlawful activities.
In a memorandum to the East Kameng deputy commissioner the union further demanded proper parking place for commercial vehicles at Seppa town.
Citing the pathetic condition of the district hospital, it further urged the district administration for immediate posting of child specialist and gynecologist to the hospital. Pay our salary and arrear
Dear Editor,
We would like to draw the attention of the Education Minister, who assured a joint delegation of ATA and AASSATA on January 30 for early release of four months’ salaries along with six months’ arrear for the SSA teachers, towards the grievances of the SSA teachers.
Appreciating the assurance of the minister, we waited for release of our dues for many days with patience but the assurance has not been converted into action till date. As a result the teachers are facing numerous problems despite performing their duty with sincerity and devotion. When the assurance remains to be fulfilled and grievances are unheard, it extremely demoralizes the teachers.We came to know that the secretary and additional secretary (education) of the Union human resource development ministry assured to release central matching share of SSA fund during their recent visit to the state. Would the minister like to inform us whether the fund has been released or not. If it is released why we are deprived of our dues ?
Quality education and proper education policy are always the subjects of discussion in public forum and Govt agencies, but such policies and plan can be materialized successfully only with encouragement to the teachers by recognizing their contribution and hard works.
Therefore, I, on behalf of the AASSATA, appeal to the Education Minister to take necessary steps for early release of four months salaries along with six months arrear within this month so that the teachers are not compelled to go ahead with agitation in favour of their legitimate demands.

The dates and month fixed for the interview for clerical jobs in education department, West Siang coincides with annual examination of secondary sachool students. Most of the students who are the candidates for the said post will unable to appear in the interview if the department concerned can not change the interview schedule. Therefore, I request the higher authority to look into the matter seriously so that all aspiring candidates take the chance and face the interview.

Wise decision
Dear Editor,
I am very much pleased with the recent cabinet decision, particularly in education sector. Time and again Arunachal students who are pursuing high and technical education outside the state are being harassed as if they are receiving education free of cost.
Education, received by Arunachalee students in other states is actually being purchased by the sweat and blood of their parents and relatives. This is because of lack of higher and technical educational institutions in our state.
Lakhs of rupees being spent by the Arunachalee students outside the state could have been saved and utilized for welfare of the state, if such important decision was taken much earlier by the state cabinet. Our children could have been trained within the state with 50 less amount they are paying in other states.
Wealthy and wise people of the state must take part in this project of the state Govt. Instead of let their money be invested in other states of the country, they can circulate their money within the state for development purpose, particularly in higher education sector.
All the people of the state, particularly youth should appreciate the better decision of the state Govt and join the plan and let it done successfully.

Toxins in food chain
The river Yamuna, the lifeline of Delhi, is gradually dying. Rampant industrial pollution and untreated sewage is choking the river. Despite government norms, the sewage treatment plants continue to be under utilized. The city generates 650 million gallons of sewage per day against an installed capacity of 512 million gallons. But only 350 million gallons of sewage reaches the treatment plants. A deadline of 2012 has been set to ensure no untreated sewage goes into the river. Efforts are also on to check the pollution levels from the neighbouring state of Haryana.
The seriousness of the contamination was highlighted in a study undertaken by The Energy Resource Institute. It showed how despite government efforts industrial effluents and untreated sewage continue to choke the river. In fact, the toxins have polluted the ground water and soil. It has entered our food chain through the vegetables grown on the banks and continues to affect the people living on the banks.
Moderate levels of toxic metals (nickel, lead, manganese, chromium, mercury, zinc) were evident in the water at several locations. At one particular location, lead levels were found to be 10 times more than elsewhere in the river.
